The Problem

Pakistan's Commerce Has a Trust Gap.

Online commerce is growing faster than ever — but so is fraud. Buyers lose money to scams. Sellers deliver without guaranteed payment. There's no neutral party protecting either side.

😱
Social Commerce Fraud
Thousands of buyers on Instagram and Facebook send money to sellers who disappear. No protection, no recourse, no refund. Daily losses in the crores.
💼
Freelancers Left Unpaid
Pakistani developers and designers complete months of work for local clients — then get ghosted. No milestone protection, no held funds, no fair resolution.
🏠
No Pakistani Airbnb. No Pakistani Fiverr.
Rental and service marketplaces can't exist at scale without escrow. That's why they haven't been built. Pactum changes the equation entirely.
The Solution

Pactum is your trusted financial referee

Instead of sending money directly to a stranger, you deposit it with Pactum. Funds sit safely — inaccessible to either party — until agreed conditions are met. Then payment releases instantly.

Funds locked until delivery is confirmed by the buyer
Fair dispute resolution — evidence-based, 48-hour decisions
Milestone payments for projects, services, and contracts
Real-time tracking — both parties always know where funds are
Fully segregated trust accounts — your money stays yours

"No matter how fast Pakistani e-commerce grows, it will always be limited by the amount of trust in the system. Pactum is the trust."

— Muhammad Ayan Khan, Founder
How It Works

04

Dispute? We Mediate.
If something goes wrong, both parties submit evidence. Pactum reviews and makes a fair, binding decision.

Regulatory Foundation

SBP's June 2023 EMI Regulations explicitly authorize escrow services for domestic e-commerce. We're not navigating around regulation — we're building because of it.

Compliance First

KYC via NADRA Verisys. AML/CFT monitoring. Segregated trust accounts. Data hosted in Pakistan. PCI-DSS compliant. We build this right — because trust is the product.

FAQ

Questions Answered.

Everything you need to know about how Pactum protects your transactions.

Escrow is a financial arrangement where a neutral third party holds funds on behalf of two parties in a transaction. Pactum acts as that neutral party — holding your payment securely until the agreed terms are met, then releasing it to the seller. Neither side can access the funds until conditions are fulfilled.
Yes. SBP's revised EMI Regulations (June 2023) explicitly authorize "Escrow Services for domestic e-commerce transactions" as a permitted service category. Pactum is being built in full compliance with SBP and SECP regulations, with our Regulatory Sandbox application underway.
Both parties can raise a dispute through the Pactum platform. Each side submits evidence — photos, messages, delivery proofs. Our trained mediators review the case and deliver a fair, binding decision within 48 hours. Funds are released accordingly.
Pactum charges approximately 1–2.5% per transaction, only when a deal completes successfully. During our beta period, early users get free transactions. Business plans for high-volume sellers and marketplace integrators will also be available.
Your funds are held in fully segregated trust accounts at SBP-licensed banks within Pakistan — completely separate from Pactum's operating funds. This is a core regulatory requirement. Your money cannot be used by Pactum for any purpose other than the escrow transaction.
